  1. Purpose:

    Reynolds Community College reserves the right to deny or revoke admission or enrollment if an applicant or student poses a threat, potential danger, or significant disruption, or if such action is in the best interest of the College, consistent with VCCS policy and Virginia Code Section 23.1-407.

  2. Procedure and/or Process Definitions:

    This policy applies to applicants, enrolled students, and former students seeking readmission, including individuals who:

    • Pose a threat, a potential danger or disruption risk to the college community
    • Were suspended or expelled from another institution
    • Have provided false information or any information for a fraudulent purpose
    • Are identified through state-mandated registry screening (including the Sex Offender and Crimes Against Minors Registry)
  3. Procedures:

    1. Basis for Review

      A safety-based enrollment review may be initiated when there is:

      • Threatening, aggressive, or intimidating behavior
      • Stalking, coercion, or harassment
      • Physical violence or credible risk of harm
      • Disruptive or unsafe conduct
      • Theft, vandalism, or misuse of college property
      • Behavior reasonably perceived as unsafe or frightening
      • Prior institutional findings of threat or serious disruption
      • A registry match or legal notification requiring safety assessment
    2. Review Process

      1. Intake and Administrative Hold

        Upon notice, the Dean of Students Office will place a temporary administrative hold pending review.

      2. Safety and Support Review

        The Threat Assessment Team (TAT) conducts a risk assessment, considering:

        • Safety of the campus community
        • Student conduct history
        • Legal or registry status (if applicable)
        • Mitigation factors and support needs
      3. Interim Measures (If Needed)

        The Dean of Students (or designee) may impose temporary restrictions or suspension if there is an immediate safety concern.

      4. Due Process

        The individual is provided with the following:

        • Written notice
        • An opportunity to meet with the Threat Assessment Team (TAT)
        • An opportunity to provide supporting evidence, including but not limited to:
          • Contact information for their Parole/Probation officer and conditions of parole/probation (if applicable)
          • Contact information for a psychologist or counselor who can attest to applicant's behavior or condition (if applicable)
          • Any additional information that may be relevant to the case
        • Consideration of mitigating circumstances or rehabilitative efforts
      5. Decision

        The College may:

        • Allow enrollment
        • Allow enrollment with conditions or restrictions
        • Deny admission
        • Revoke enrollment

        The Dean of Students (or designee) issues the final written determination.

    3. Appeals

      Decisions may be appealed through Reynolds Policy 1-12, Student Appeal of Academic and/or Administrative Decisions.

    4. Compliance and Records

      • Screening and decisions comply with Virginia law, VCCS policy, and Family Educational Rights and Privacy Act (FERPA)
      • Holds, restrictions, and outcomes are recorded in Student Information System (SIS)
      • The College will publish information on accessing the Virginia Sex Offender Registry, as required by law
