| | The economic development issues facing the City of Richmond are somewhat different than the rest of the JSRCC jurisdictions, because the city is all but built-out with very little available developable land. The Department of Economic Development identified a number of incentives and assistance programs the city offers to attract new business. These incentives include loan programs, tax-free financing programs, and permit assistance. The City of Richmond describes itself as a center for high-tech manufacturing, biosciences, and pharmaceuticals. In addition, a major effort to attract tourists to the city is underway and includes a redeveloped riverfront and construction of the largest convention center in the region between Charlotte, North Carolina, and Washington, D.C.
