| Goochland County has traditionally been a rural county with an economy closely linked to its rich natural resource base, including agriculture, forestry, and granite quarrying. In recent years, Goochland has begun to explore opportunities for diversification of its economy in the eastern segment of the county. This area, which borders western Henrico, has begun to develop as a corporate, commercial, and industrial center with the construction of the West Creek Business Park in anticipation of Motorola establishing a semiconductor manufacturing operation there. Although Goochland County has been waiting over five years for Motorola to begin operations in West Creek, with the announcement that Capital One will build a 1.5 million square foot office campus at West Creek that will employ ultimately 6,000 people, the county's investment has finally begun to pay off. The county has been building roads and expanding utilities to support more businesses in areas where they would like to see commercial growth. The following quote appeared in a Richmond-Times Dispatch article titled “Growing Pains: Once rural areas now filling their land” on September 13, 2000. “By steering growth into designated growth centers, we're trying to assure that the county can attract quality growth,” said Robert A. Hammond, Goochland's planning director. “We're protecting the county from strip commercial growth.” Goochland officials want to steer growth to four areas, Hammond said, and the 3,500-acre West Creek Business Park tops the list. Furthermore, with the completion of State Route 288, scheduled to be completed in 2003, Goochland County expects additional commercial development along that corridor.
