According to an article in July 1999 in the Hanover Herald-Progress, Hanover County's economic development plan has two distinctly different focuses.  The first would take advantage of the county's rich historical heritage by placing a greater emphasis on tourism.  Hanover is the birthplace of Patrick Henry and Henry Clay and the home of numerous colonial and Civil War battle sites.  Furthermore, since Hanover is the location of Kings Dominion, tourism already plays a significant role in the economy. A number of locations in the county are planned for commercial development.  The area around the I-295 and Meadowbridge Road interchange is seen as a significant location in Hanover's economic development plans.  County officials foresee the interchange as being the future location of “Hanover's version of Innsbrook.”  It is the intention of the county to develop a business park in the area that would include offices and service industries, as well as commercial and retail development. Hanover is also looking at commercial and industrial development in three other areas of the county.  At the Atlee-Elmont interchange of I-95, the county has plans for a 75-acre retail and office development when VDOT completes construction on a new interchange at that location in 2001.  Construction on improvements to Sliding Hill Road, which would make it a four-lane, divided road, are expected to be completed in 2003.  The county rezoned a 217-acre tract on Sliding Hill Road for an industrial park in 1995.  Finally, a 350-acre tract along I-295 in the Cold Harbor area was rezoned for industrial use in 1997.  The plans for that tract are to include a mix of office, warehouse, and light industrial businesses.  The largest employers in Hanover County in 1999 are listed below.
