| | According to the Richmond Times-Dispatch article titled “Growing Pains: Once rural areas now filling their land” (September 13, 2000), Powhatan County is the fifth fastest growing county in Virginia. County officials are trying to steer commercial and business growth toward specific areas in hopes of maintaining the rural lifestyle that its citizens desire. Toward that end, the county changed its residential zoning to emphasize acre residential lots and encourage land conservation.
